Looks like the current Governor decides. She's a (D). She is done with her term(s).
Markell (D) will be the new Governor.

Now that Barack Obama and Joe Biden have been "promoted" by the American people, what will happen to their respective seats in the Senate?

Illinois law gives the power of replacing a Senator to the Governor, in this case, Democrat Rod Blagojevich. Obama, a freshman Senator elected in 2004, wasn't up for re-election until 2010. Blagojevich is likely to replace the outgoing Democrat with another figure of his own party.

Deleware's policy isn't so straight-forward. Inhabiting the Governor's Mansion in the First State is Democrat Ruth Ann Minner. Under Delaware law, Minner will appoint an interim Senator to serve out the remainder of Biden's current term. Biden, up for re-election in 2008, won his bid in a walk. In fact, he didn't have to take one step.

Biden was obviously limited in his Senate campaigning, as he had a whole country to talk to as opposed to 1/50 of it.

Biden's new term, which he won over Republican challenger Christine O'Donnell, will end in 2015. Minner's pick will serve until that time.
