Could be Valerie Jarrett. There's a Victoria Jarrett who is the widow of Vernon Jarrett. She's probably pretty old. She's mother-in-law to Valerie Jarrett. Valerie Jarrett connections: Valerie Jarrett, formerly married to William Jarrett, son of Vernon Jarrett, prominent black newspaperman and associate of Frank Marshall Davis, Obama's teenage mentor on things black (and biological father?). Maternal grandfather was Robert Taylor of Chicago Housing Authority. Great uncle is Vernon Jordan. Director, Joyce Foundation, contributor to Chicago Annenberg Challenge.
