The 50% was an estimate of tax revenue shortfall from the group, not an estimate of the fraction that cheated. It would thus appear that significantly more than 50% cheated, since I don't think 50% pay no tax, and the other 50% pay just the correct amount.

Even if true it doesn't mean that higher taxes on them don't have a negative effect.

Clinton raised taxes, began paying down the debt, got the government out of the credit markets so the government wasn't competing for money, and the economy took off.
