In general yes, but an amateur will often know more about his own income and ability to pay back a loan. When you have a no doc loan and the amateur lies about his income, he's defrauded the pro.

Also while the pros are responsible for their actions, stupid decisions, etc., so are the amateurs. The responsibility being on one doesn't take away from it being on the other.
