Many environmental laws are absurd in practical application, but I think it is because the administrators fail to use common sense. Or, alternatively, have an agenda to prevent any development at all.

The intent of environmental laws is good most of the time, in my opinion.

I mean, in California people with an ocean view in Dana Point lost it because somebody built a small mountain between them and the ocean and built giant houses on it. That's pretty bad hubris, in my opinion.
