As long as California doesn't get strict about collecting sales tax on-line, I don't think most wealthier Californians care so much about the sales tax rate, just income tax.

In the San Francisco Bay Area community I grew up in, virtually every new automobile had Nevada plates with the car registered to the ski cabin.
