John, I think your right especially about Explorer 4.0. It does integrate many functions into the operating system. For instance it automatically installs an Active Desktop, which you have to physically change, to have not displayed. I would imagine Win 98 will have this feature too.

I think this really opens up a huge pandora's box with regards to Microsoft. Many other Microsoft programs also integrate with the operating system. How on earth the Justice Department will be able to write laws around all these gray area's in anybodies guess.

It seems like the only way around this issue is to have a DOJ representative standing next to the software developers, Ok ing every developmental decision. I really hate the thought of that.

Jules is right, this can only mean more delays in Win 98, until they figure out a way to make DOJ happy. Sadly I think, only a huge donation will suffice. Microsoft better opens it's check book at the next tea party.
