First you blame the borrowers for having duped the professional lenders even when they didn't.

Some of them did. Others reported false information but the professionals knowingly accepted it anyway so they where not really duped.

Now you are blaming the government for having duped the professional gamblers even when it didn't.

It didn't dupe them, it directly rewarded riskier and/or less transparent activity and penalized less risky activity. No duping going on there, but rather the creation of perverse incentives.

And the data behind that charge is from the government. If you don't trust the economist who reported it at my link then you can follow his link directly to the source and look it up yourself
