It's obviously quite feasible for a company the size of Amazon, because hundreds of national retailers do it. I agree that it would be a burden for very small mail-order businesses. A size cut-off based on gross revenues would fix that.

it's not that hard to do at all. disbursements would be a pain in the ass though.
