True CSCO is currently not expensive, but if tech spending is down and continues that trend and even worsens then the current P/E could easily rise. Additionally didn't Chambers forecast a 5-10% sales drop in the current quarter?
The point is that no one really knows how bad business conditions could get and how long it'll take for them to recover.

Just look at the revenues and EPS for the big cap techs 5 years ago and today...they surely don't dictate the crash and burn of 2000. I can see big cap tech coming out of this recession with a vengeance in a year or two. Like others have said, it's been a decade long flat spot for the likes of CSCO, MSFT, INTC, ORCL.
