Does not in general terms equal or imply

"popping the bubble earlier would have been more painful".

In most cases popping a bubble earlier (at least if they method you use is not itself very painful) would cause less pain because the bubble hasn't inflated as far. But if we raised tax rates, the bubble likely would have been inflated even further, so the bubble would be bigger when it popped even though it may have popped earlier. (And it may not have popped earlier, it could have even lasted longer)
