Incentive is different from payback. With seniors, you suggested payback for the benefits they receive. It seems to me you are treating kids and seniors differently under the guise of treating them the same. Edit: In any case, the eligibility standards for Medicare and SS are written into law. We could change the law to make seniors pay a premium for those benefits in terms of service rather than sticking with payroll taxes. Maybe you should write your congresspeople proposing it as a way to deal with the expanding costs of those programs. But I would suggest leaving the kids out of your rationale.
