Governments really can't handle wild fluctuations in tax revenue.

They sure could handle up... but it's not in the cards. At the same time that they are buying up our corps their revenue is declining. This could all end very badly if the 'markets' decide they no longer have confidence in the ability of the US government to meet it's debt obligations. All those (in essence) bankrupt companies on the federal ledger... along with the other debt.
