Presidents aren't dictators, they can't simply reverse laws.

And once you create laws that give out benefits to people they are hard to get rid of. Anyone who faces losing the benefit will scream real hard.

Politically reversing Carter's change, or the other ways that government pushed home ownership and mortgages (mortgage interest deduction, zero capital gains for most sales of owner occupied houses, Fannie and Freddie), or pushed banks to lend to more people, would have been just about impossible.
