Who is to say that the French, Russians, or China may not have tried to capitalize on Iraqi oil through normal trade channels?

The French and Russians were directly thwarting the implementation of UNSC sanctions. In fact, in January, 2003 Saddam threaten them with the loss of $300 BILLION in oil concession contracts which were only awaiting the lifting of sanctions.

And then we discovered the Oil for Food scandal only AFTER Saddam's removal.

There was a hell of a lot more that was discovered, but it's classified and I'm not at liberty to discuss it.

However, there was a document that was leaked out of the Iraq Survey Group's DOCEX program that directly implicated Saddam with directing his intelligence chief to seek out "arab groups", later discovered to include Egyptian Islamic Jihad (Al Qaida #2 Ayman Zawahiri's group) to direct attacks against Americans in "Arab lands", including Somalia.

These orders were issued by Saddam in 1993, just months prior to the events that led to "Blackhawk Down".

Saddam was strictly forbidden from being involved in terrorism, let alone directing his intelligence service to conduct covert hostilities against the US.
