I guess it depends on how you look at. I have read Rothbard's book referred to in this article and I think my view is correct.

Hoover raised taxes, the same thing Obama wants to do.

Nothing FDR did worked to stop the depression. 10 years of failed policy until he started WW2 so his buddies could make money off the war and the tax payers
