Depends on just who that "they" is that you are talking about!

Most likely no one in their right mind *really* desires a full-fledged civil war... though I'm sure that there are at least SOME factions in what we call 'Iraq' that would be quite happy to see their own section of the country split off for the rest so they can rule it independently of Baghdad's control.

(For example our 'best-est ally' the Kurds --- who MUCH PREFER a nation called Kurdistan... and the Sunni minority in Iraq who, if they can no longer lord it over the rest, would probably prefer to avoid being dominated by the Shia/Iran partnership.)
