The US government doesn't build highways. At least not yet anyway. Private enterprise does with private capital. The taxpayer pays for them. All levels of government build highways... municipal, county, state and federal. And it's paid for through taxes. A "collective action for the common good". Socialism in action; everyday, everywhere. One of the largest (and most successful) government programs of all times. Otherwise states and municipalities tax people and bid out road construction.
