Then you classify a miscarriage as a potential murder or perhaps negligence and you want the cops to investigate every one right? If a woman doesn't take her prenatal vitamins or engages in risky physical activity like having a drink, would her fetus be placed under state guardianship? In your world, frozen embryos can't be destroyed because that is murder as well. Do you want to round up women for implantation of those embryos or do you want them kept permanently hostage.
