Single payor (which is what this guy is advocating) would certainly give a great deal of negotiating leverage to the government. Obama's plan doesn't go that route, though (unfortunately). Some of the other stuff he advocates simply moves functions done by managed care and other private entities such as hospitals and moves them into the government (like peer review). Alot of other junk in there that doesn't make much sense but would serve to subsidize his current businesses <G>.
