Of course you don't want to hire bad teachers and then have to fire them, but even the best evaluations of potential employees are imperfect.

Your ideas

" Hire teachers that have a good education, provide a good pay package, and make sure there are no psychological problems. Then put these teachers into a good environment."

do not amount to something that will mean you can reasonably ignore the need to fire bad teachers.
