I got it from what you said:

"they have a government mandated job of encouraging growth in housing"

They have been doing this for several decades without getting into this much trouble. Why do you think that they blew up after 8 years of Bush? You are looking at the wrong problem which means that you have no hope of finding the solution.

Again, PRIVATE BANKS have come up against the same financial crisis. Remember AIG, they of the fancy parties and the $150 BILLION in government money?

I am saying that the problem isn't that they were created originally as public institutions as it is clear PRIVATE companies are having the same problem. It isn't public versus private that is the problem, it is the problem of gambling and losing.
