Economies get better and worse, the default assumption should not reasonably be "X is president", "the economy does Y", "therefore President X, caused Y to happen". Economies get affected by congresses decisions, the decisions of past presidents and congresses, decisions by other countries governments, and decisions and events that have nothing to do with government at all.

Also if Bush's policies did cause or contribute to the economic problems, there are many other policies to choose from. Choosing tax cuts, one policy idea that was tried but didn't happen, and one policy idea that wasn't even seriously tried, is a rather bizarre selection to use.
