No to the same extent, and also loopholes mean much less with lower tax rates. It often costs money and effort to take advantage of them. If the tax rate is 90% its worth a lot more money and effort to take advantage of them, than if the tax rate is 25% (the top tax rate from the Revenue Act of 1926 until the Revenue Act of 1932)
