Lower by a bit.

In the upper 'teens', I think.

(But, there is about an eight to twelve point spread between the public's approval rating for 'Dem members of Congress' (generic) and 'Rep members of Congress' (generic)... and I doubt you will be very pleased at how it currently shakes out.

The low approval rating for congress is because the repugs obviously don't like it because it's dem controlled and the dems don't like it because it didn't initiate impeachment proceedings against Cheney/Bush and otherwise overthrow administration policies. It would have over a 50% approval rating if it had done what a majority of the electorate wanted when they elected it in 2006.
