Sorry I wasn't avoiding your question and it is a good one. Obama will go for the earned income tax credit which will actually put a check in peoples hands. If you take $10.00 out of peoples checks every week and give them a check for $250.00 at the end of the year they will thank you and think you're magnanimous and remember it for quite a while. If instead you tell them they only have to pay you $5.00 per week instead of $10, they will forget about it in a few weeks. The biggest scam in history was payroll withholding. People should be forced to write a check to Uncle Sam quarterly, just to keep it fresh in their minds. Of course with 40+% not paying any taxes we are facing a losing battle.
