As for the TARP, I expect there was a degree of Panic involved. This story will come out in a few months.

On the Fannie/Freddie deal: Unless your congress person is on the right commitee, it is unlikely their staff would be exposed to the various policy options. This does show more thought than the TARP plan.

Also, doing an IRR on something that complex requires some big assumptions about future payments, default rates, pre-payments, etc.

Maybe someone in the press can file a FOIA request for more information.
