You ought to read Marshall Goldman's book on Russia, "Petrostate". It suggests that Russia has not used its gas supply stranglehold on Europe for political purposes (although it does mention the episode a few years back when they cut off supplies through Ukraine and other disfavored former republics to get them to pay something closer to market prices). What would Russia have to gain by cutting off a significant cash flow stream at a time when oil prices are crashing?
