Technically not yet, but if we have another decline next quarter, even a very small one, then its a recession, and the recession would have started with the .3% decline.

With the Christmas season coming up, interest rates down, gas prices down, etc. I expect the economy may actually go up, not down. But after Obama is in we will have a depression.

The last recession wasn't "called" until about 6 months after it started. In fact if I remember right it was over by the time they revised the figures and called it a recession.

So we may be in a recession and not know it.
