At it's inception, SS funds weren't to be spent to make the deficit look better. Idiot. SS funds have nothing, whatsoever, to do with the deficit. So, yes, they DID plan for them, but they couldn't anticipate that the pols would fuck up a fine, working national retirement system. Your premise is wrong, but the fact is, any program of this sort will be destroyed by its own politics. Obama's willingness to use it as a campaign tactic in the closing weeks is a perfect example.
