Not always the case.

1) Many large organizations already have substantial dmbs licenses
2) SAP is selling increasingly on the SQL server platform
3) ASP's are declining due to NT platform

also sales of Applications like SAP/PSFT/Oracle spur sales of Data Warehousing and additional Client Server RDBMS based applications.Oracle says half of its Database sales are for Data Warehousing.
