Ten just said tax revenues went up 40% since Arnold was elected. How'd that happen?

Remember the housing boom? Assessments go up along with prices. People feel like they have more wealth so they spend more, pushing sales tax revenue up. Having said all that, what does it matter if state revenues went up 40% when expenses went up 80%? CA's infrastructure is falling apart......it doesn't have the money to keep it up.
