SS has cash on hand, but it is not a surplus. The cash is a direct result of not having recorded the liabilities for its commitments. You have been whistling dixie for as long as you have been making this obvious point. If you go back to the start of the exchange between Ten and me, you'd find that the a different angle was being discussed...not this one. The unfunded liabilities are computed fixing contributions to today's level. If contributions were increased the unfunded liabilities would net to zero. This is an ethical discussion, an area in which you are not an expert. Al
