It goes both ways, in that the politicians expect the Fed to act in a way that eliminates pain in the economy at all cost. By pain I mean they expect the Fed to eliminate or moderate recessions and the effects of recessions. i.e. job losses and asset price declines.

The "at all cost" is what we're paying now.
