The way to keep financial markets honest is to convert fraudsters, thieves, embezzlers and crooks into organ donors. Actually, the USA is fairly good at keeping people honest or in prison. It's one of the attractions to investing in the USA. Even with the punishment, there is no shortage of people willing to be outright criminals. I can understand inadvertent breaking of arcane rules, but outright theft and fraud are pretty clear yet people will do it.
