That end of the year trip is one of the really screwy things about govt. budgeting. If you have a year where you do not spend your entire budget, you should be commended and praised and innundated with those titles and commendations that look so great in your personnel file. Instead, you receive a lower budget next year. Assuming your first budget was realistic and either exceptional effort or luck helped you to spend less, that means your department could easily be strapped for money next year. This was one of my main bitches when I worked for the DOD. To his credit, General Haig was trying to do something about it when I worked for him in Europe, but, then, the Bader Meinhof Gang tried to assassinate him, one of our weapons storage depots was raided by the same goons and several U.S. soldiers were killed, and he became otherwise engaged.
