Yes they tarnish.

from the time the silver gets to the Comex and is priced at .50 over spot to the public, it goes to refiners who charge for their services if the bars are reduced in size. Or if it goes to the mint directly there are many fingers in the pie...shipping and insurance costs to the customer who is having the silver converted at the mint, the mint charges, packing charges, shipping charges to the dealers who resell them and take a commission.

It really depends on many things but retail silver products never sell near spot unless there is a glut and those days are over.
