The Treasury Dept nearly always refuses to prosecute when the taxes and penalties are paid. Rangel has agreed to pay.

He was accused and he agreed with the accusation and is paying.
That makes him guilty of failing to pay taxes on income.

It is not a criminal conviction, however, there is no doubt about guilt. Kenneth's innocent til proven guilty is only for jury charging. The prosecution never stands in court and claims the charged individual is innocent lol.

Affirmative statements by witnesses aren't stricken.

You can lose your cash, your property and your freedom while Kenneth proclaims your innocence.
