I have no idea about typing certificates. What is important is that the old TA resigned. They weren't fired. The fact that ATS decided not to take them may be important.

Also why did Riley insist the TA change was needed to get AMEX listing and the new TA has no AMEX clients?

If you're trying to get certificates out of street name now, it can't be done at present, as there is a "chill" on this issue at DTC.
