i went through two of those faucets.. i think the wind blowing on that side of the house drops the temp through the concrete right up to the tip.. it is always the area right near the end.

plumber said make sure you drain pipe going into garage so i had the valve replaced. it was a leaker when i installed years back.. she said cheap valves do not let anyone put more in. g
