No. The 14 points is all about making quality part of the process. And everything is subordinate to the process. All of the points address management and the changes that management needs to make in their way of doing things. Not that the Japanese do all of them, to truly implement the 14 points you really can't have a hierarchical management structure.

You only think so because you don't understand it. My software engineering courses hammered the subject pretty thoroughly. Plus, I worked at a company which implemented much of it. Turned out pretty rock solid products, too.
