The only thing I can think of is if he handled plaintiff cases on a contingency basis. But, based on the type of law he practiced, most cases would involve seeking payment of attorneys fees from the defendant at the end under civil rights or similar statutes. Consequently, he'd have to maintain records of billable hours for that purpose.

The more likely answer is that he spent more time playing politics than practicing law. IOW, taking *community organizing* to a different level:-)
