Wasn't Bush's re-election partly attributed to a tape released by Osama just days prior?

Since 9/11, Al Qaeda has made numerous attacks in places other than America. Actions taken during Bush's 2nd term greatly diminished Al Qaeda's capacity to create havoc, but that hardly got reported in the media because of the focus on Iraq.

My assertion is that Al Qaeda doesn't care who won this year. They'll just claim whatever they want to claim, and the media will always give it more exposure than it needs.
