Sam, Yup, the tampering of inflation figures have a tendency to greatly overstate GDP. Bush is certainly not the first to do it. But he is the first to report inflation numbers that were so obviously bogus that any consumer would laugh at them. Carter may have reported 12% instead of 14%, but Bush was reporting 2% while most of us experienced double digit inflation in what we bought. I don't know how this latest whiff of deflation is going to work out.
