If I'm not mistaken, that act was slipped into the budget bill at the 11th hour by non other than Phil Graham - McCain's former economic adviser. He was McCain's economic advisor until he blamed the hooplah over the the current economic mess on a bunch of whiners.

Given the bill was over 200 pages long and introduced at the last minute, I doubt if more than a few congressmen even read it. They all wanted to go home and drink eggnog. Oh, and Graham was a dyed-in-the-wool conservative republican, in case you were wondering.
