Again while that is laudable and would protect the odd ship, it may act somewhat as a deterrent, but I am not sure it would be that effective overall. There are thousands of ships. How do you protect even ten per cent of them? No way anyone is going to field 100 submarines for even that partial task.

My guess is someone is vectoring the pirates to ships. If I had to find a solitary ship at sea, and they are doing that, I would guess that waiting on a sea lane is hard to do. Coastal stuff dominated the early action, but they have struck 100 miles offshore. Would help to know where your quarry is likely to be to go on that sort of adventure. Could be fishing boats roving and reporting. Or other sources.

Consider that there have been 100 attacks and 40 successful takeovers. This seems organized.

Running these boats might sound like an adventure that is easily borne by a few pirates on a casual basis. But running even a small boat at sea offshore is not that cheap. 150 Hp diesel takes at least $240 fuel per day. Add food, ammunition, etc.. it just doesn't fall from the sky. There has to be support let alone the shore support to park major ocean liners and hide crew members. A lot of people in on this, and major lines of supply.

Surface craft such as PT boats could accompany ships far more cheaply. Lightly armoured and armed with 50's, twenties, torpedoes, and no-recoil indoor usable manpads.
