I didn't read just how that went down - I was still on my many years hiatus from opening my eyes but I would suspect it was a Bush idea... pass out some money in the "go shopping" theory of life. And like $300 would matter to most people in a large swatch of the country beyond being able to say "hey, honey, the gov sent us a check so we can keep the heat on this month. wheee". And as Koan said... things the congress might have wanted would never have been signed.
