As far as I know, Schiff started his brokerage in the late 90's. And he was bearish on the tech stocks and the US market in general, which blew up into smithereens after a few years later. Since about 2001 or 2002, Schiff has been bullish on PMs, PM stocks, dividend-paying intl stocks, natural resource stocks etc.

Considering that we have just made a 11 1/2 year low in US stocks, anybody who has been bearish over the last 10 years has been right. Whether or not Schiff is a perma-bear will be known only after the US starts a secular bull market (sometime in the next 5-10 years). If he is still bearish then, and only then, he will be a perma-bear.

You might say that Schiff is a "perma-bear" because he didn't call the cyclical bull from 2002-07. But he might not be comfortable calling for such rallies in what he sees as a secular bear-market. Unlike people like Brinker, who is obviously an expert in calling those cyclical bulls and cyclical bears! ;-)
