Stevens was one of the champions of Pork, but he was hardly the only one, Robert Byrd, John Murtha (the House's current pork leader), and many others from both parties like doling out the pork.

At least Stevens won't be around to do it any more.

None of which is very relevant to the point that if the government spent the money itself it would be more socialist rather than less, so unless your proposing letting the oil companies keep the money it doesn't make a lot of sense calling the program socialist.

What is really socialist is the government's ownership of the resources in the first place. If you want to end socialism in this area you have to have the government sell the land (and associated oil rights) off to the private sector.
