Then we are in disagreement on that point. Because I believe that YOUR METHOD ('pick and choose') will mean that EVERY SINGLE ADMINISTRATION (Democrat or Republican) will 'pick and choose' preemptive pardons to benefit their own partisans. So, I believe that what you endorse will merely PERPETUATE preemptive pardons (not to mention endless partisan wrangling) and thus the evil that they represent. I believe in a nation of laws - with NONE above the law. (And NO 'get out of jail free cards' before any crime is even charged!)
